Dry, cracked lips can occur when there are changes of weather and the oils are taken out of the lips leaving them dry and potentially they crack.
They can also be caused by taking certain medications such as isotretinoin for acne or benzyl peroxide for acne.
The best solution is to put the oils back using a petroleum based product.
